Protection Case Worker

Job Purpose
AICA is seeking a Protection Case Worker to support the implementation of the ECHO HIP Project across North Lebanon and Akkar.
The Protection Case Worker will provide comprehensive case management services for individuals and households facing protection risks through safe identification, confidential intake, vulnerability assessment, individualized case planning, protection case management, referrals, follow-up, and case closure. The role will contribute to the delivery of integrated protection services, including general protection case management, protection monitoring, protection-linked referrals, cash for protection (where applicable), community-based protection activities, awareness sessions, outreach, and facilitating safe, dignified, and equitable access to humanitarian and specialized protection services.
The position shall be implemented in accordance with humanitarian protection principles, confidentiality, informed consent, safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Child Safeguarding, Accountability to Affected Populations (AAP), data protection, and Do No Harm principles. The Protection Case Worker will work closely with GBV Case Workers, Protection & GBV Facilitators, community volunteers, service providers, and humanitarian partners while maintaining accurate, secure, and confidential case records using AICA's Odoo ERP/FCRM system and approved humanitarian case management and referral platforms.
Key Responsibilities
1. Protection Case Management
- Conduct confidential intake, vulnerability assessments, protection risk analysis, individualized case planning, follow-up, and safe case closure.
- Develop case plans jointly with individuals and households based on identified protection needs.
- Conduct regular follow-up visits and reassess protection risks throughout the case management process.
- Ensure all case management interventions uphold dignity, informed consent, confidentiality, non-discrimination, and protection principles.
- Escalate urgent and high-risk protection cases through approved referral mechanisms.
2. Referrals and Service Coordination
- Maintain updated knowledge of available humanitarian services and referral pathways.
- Conduct safe referrals to legal assistance, MHPSS, GBV, child protection, health, shelter, livelihoods, civil documentation, and other specialized services.
- Coordinate with internal departments and external service providers to facilitate timely assistance.
- Monitor referral outcomes and ensure appropriate follow-up.
- Identify referral gaps and contribute to strengthening local protection networks.
3. Protection Monitoring and Community Outreach
- Identify individuals and households with protection concerns during outreach and field activities.
- Support protection monitoring and community-based protection interventions.
- Participate in awareness sessions on protection risks, rights, available services, safeguarding, and complaint mechanisms.
- Promote safe access to humanitarian assistance for vulnerable populations.
- Contribute to community engagement activities and protection mainstreaming.
4. Documentation, Information Management and Reporting
- Maintain accurate, confidential, and secure electronic and paper case files.
- Use AICA's Odoo ERP/FCRM system for case management, referral tracking, workflow management, and reporting.
- Support reporting through approved humanitarian information management systems where applicable.
- Contribute to activity reports, protection trend analysis, and service-gap identification while ensuring data confidentiality.
- Participate in technical meetings and coordination activities as requested.
5. Safeguarding, PSEA and Professional Conduct
- Uphold AICA's Code of Conduct, safeguarding, PSEA, Child Safeguarding, confidentiality, and data protection policies.
- Immediately report safeguarding concerns, SEA allegations, fraud, misconduct, or serious protection incidents through approved reporting mechanisms.
- Apply protection principles, rights-based approaches, and Do No Harm throughout all interventions.
- Maintain professional boundaries and uphold ethical standards in all interactions.
- Participate in mandatory trainings and continuous professional development activities.
Minimum Qualifications
- Bachelor's degree in Social Work, Psychology, Sociology, Law, Public Health, Humanitarian Studies, or another relevant discipline.
- Minimum 2 years of relevant experience in humanitarian protection, protection case management, social work, or community-based protection programming.
- Demonstrated experience working with vulnerable individuals, families, and communities in humanitarian settings.
- Strong knowledge of protection principles, humanitarian case management, referral pathways, safeguarding, PSEA, Child Safeguarding, Accountability to Affected Populations (AAP), and Do No Harm principles.
- Excellent communication, interviewing, documentation, and interpersonal skills.
- Fluency in Arabic is required; English is an asset.
- Strong digital literacy is required.
Preferred Qualifications
- Previous experience using Odoo ERP or similar humanitarian case management systems.
- Experience with ActivityInfo, RAIS, RIMS, referral tracking systems, or other humanitarian information management platforms.
- Previous training in protection case management, safeguarding, PSEA, Psychological First Aid (PFA), MHPSS, or humanitarian protection.
- Good knowledge of the operational context in North Lebanon and Akkar.
- Ability to work under pressure while maintaining professionalism, confidentiality, and ethical standards.

Working Conditions
The role requires regular field travel across North Lebanon and Akkar, including community outreach, home visits, and coordination with humanitarian actors. The position may involve exposure to sensitive protection cases and vulnerable populations.
