1. Purpose of this Supplementary Notice
AICA is seeking 3 Protection Case Workers to support implementation of the ECHO HIP Project across North Lebanon and Akkar. The position will provide comprehensive case-management services to individuals and households facing protection risks through safe identification, confidential intake, vulnerability assessment, individualized case planning, referrals, follow-up, and case closure.
The role contributes to integrated protection services, including general protection case management, protection monitoring, protection-related referrals, cash for protection where applicable, community-based protection activities, awareness sessions, outreach, and safe, dignified, and equitable access to humanitarian and specialized protection services.
All work must comply with humanitarian protection principles, confidentiality, informed consent, safeguarding, PSEA, Child Safeguarding, Accountability to Affected Populations, data protection, and Do No Harm. The case workers will coordinate closely with GBV Case Workers, Protection and GBV Facilitators, community volunteers, service providers, and humanitarian partners, while maintaining accurate and confidential records in AICA’s Odoo ERP/FCRM system and approved humanitarian platforms.

3. Job Purpose

4. Key Responsibilities
4.1 Protection Case Management
- Conduct confidential intake, vulnerability assessments, protection-risk analysis, individualized case planning, follow-up, and safe case closure.
- Develop case plans jointly with individuals and households based on identified protection needs.
- Conduct regular follow-up visits and reassess protection risks throughout the case-management process.
- Ensure that interventions uphold dignity, informed consent, confidentiality, non-discrimination, and humanitarian protection principles.
- Escalate urgent and high-risk protection cases through approved referral and reporting mechanisms.
4.2 Referrals and Service Coordination
- Maintain updated knowledge of available humanitarian services and referral pathways.
- Conduct safe referrals to legal assistance, MHPSS, GBV, child protection, health, shelter, livelihoods, civil documentation, and other specialized services.
- Coordinate with internal departments and external service providers to facilitate timely assistance.
- Monitor referral outcomes and ensure appropriate follow-up.
- Identify service and referral gaps and contribute to strengthening local protection networks.
4.3 Protection Monitoring and Community Outreach
- Identify individuals and households with protection concerns during outreach and field activities.
- Support protection monitoring and community-based protection interventions.
- Participate in awareness sessions on protection risks, rights, available services, safeguarding, and complaints mechanisms.
- Promote safe and equitable access to humanitarian assistance for vulnerable populations.
- Contribute to community engagement and protection-mainstreaming activities.
4.4 Documentation, Information Management and Reporting
- Maintain accurate, confidential, and secure electronic and paper case files.
- Use AICA’s Odoo ERP/FCRM system for case management, referral tracking, workflow management, and reporting.
- Support reporting through approved humanitarian information-management systems where applicable.
- Contribute to activity reports, protection-trend analysis, and service-gap identification while protecting personal and confidential information.
- Participate in technical meetings and coordination activities as requested.
4.5 Safeguarding, PSEA and Professional Conduct
- Uphold AICA’s Code of Conduct and safeguarding, PSEA, Child Safeguarding, confidentiality, and data-protection policies.
- Immediately report safeguarding concerns, SEA allegations, fraud, misconduct, or serious protection incidents through approved mechanisms.
- Apply rights-based approaches, protection principles, and Do No Harm throughout all interventions.
- Maintain professional boundaries and ethical standards in all interactions.
- Participate in mandatory training and continuous professional-development activities.
5. Minimum Qualifications
- Bachelor’s degree in social work, psychology, sociology, law, public health, humanitarian studies, or another relevant degree and/or have at least two years of relevant experience in protection case management, social work.
- Have demonstrated experience working with vulnerable individuals, families, and communities in humanitarian settings.
- Strong knowledge of protection principles, humanitarian case management, referral pathways, safeguarding, PSEA, Child Safeguarding, AAP, and Do No Harm.
- Excellent communication, interviewing, documentation, and interpersonal skills.
- Fluency in Arabic; English is an asset.
- Strong digital literacy.
6. Preferred Qualifications
- Previous experience using Odoo ERP or similar humanitarian case-management systems.
- Experience using ActivityInfo, RAIS, RIMS, referral-tracking systems, or other humanitarian information-management platforms.
- Previous training in protection case management, safeguarding, PSEA, Psychological First Aid, MHPSS, or humanitarian protection.
- Good knowledge of the operational context in North Lebanon and Akkar.
- Ability to work under pressure while maintaining professionalism, confidentiality, and ethical standards.

8. Working Conditions

9. Selection Process

Completion of an assessment stage does not guarantee selection. Final appointment remains subject to successful completion of HR, safeguarding, reference, payroll/NSSF, donor-funding, and management requirements. Multiple-choice questions will not be the sole assessment method; practical scenarios, behavioral interviews, reference verification, and safe-recruitment procedures will also be used.
