The Alawite Islamic Charity Association (AICA) invites qualified Lebanese television broadcasters, media companies and duly authorized airtime representatives to submit offers for mass media broadcasting services under the Strengthening the Protective Environment and Joint Advocacy Consortium for Lebanon (SPEAC) Project.

Assignment Overview

The selected bidder will broadcast a 30-second SPEAC video advertisement on a leading Lebanese television channel throughout October 2026.

The proposed broadcasting plan should:

Cover the period from 1 to 31 October 2026;
Schedule broadcasts between 10:00 AM and 10:00 PM Lebanon time;
Provide balanced coverage across prime-time news, evening programmes and daytime broadcasting;
Ensure strong repetition and effective distribution throughout the month;
Be expected to exceed 25 broadcasts;
Comply with applicable Lebanese broadcasting standards and media regulations;
Provide appropriate national audience reach and channel coverage;
Include clear audience-reach information; and
Provide a post-campaign performance report following completion of the services.

AICA does not prescribe a fixed number of airtime slots. Bidders should propose the schedule, frequency and distribution that they consider most effective for achieving strong audience reach and campaign visibility.

Minimum Requirements

Bidders must:

Be legally registered and authorized to provide the required services;
Provide valid business-registration and applicable tax documentation;
Provide bank-account details in the bidder’s legal name;
Be a television broadcaster or demonstrate authorization to sell the proposed airtime;
Demonstrate the capacity to broadcast throughout October 2026;
Demonstrate the audience reach, national coverage and credibility of the proposed television channel;
Be able to provide verifiable proof of transmission following service delivery; and
Accept AICA’s payment, safeguarding, PSEA, ethical conduct, anti-fraud and conflict-of-interest requirements.

Submission Requirements

Bidders may submit their offers through either of the following methods:

Option 1 – Submission through the AICA Odoo Portal

Upload two separate ZIP files:

Technical Offer – [Bidder Name].zip

This file must not be password protected.

Financial Offer – [Bidder Name].zip

This file must be password protected. The password shall be provided only upon AICA’s official request after completion of the technical evaluation.

Option 2 – Submission by Sealed Envelope

Place the offer in one sealed outer envelope containing two separate sealed and clearly labelled envelopes:

Technical Offer – SPEAC Mass Media Broadcasting – [Bidder Name]

Financial Offer – SPEAC Mass Media Broadcasting – [Bidder Name]

The outer envelope must be marked with the following tender reference:

AICA/ITB/SPEAC-Project/MMB/2026/003

Sealed-envelope submissions must be delivered to:

AICA Headquarters, Eid Center, Alshamal Street, Jabal Mohsen, Tripoli, Lebanon

Both submission methods are equally acceptable. Bidders must use only one submission method, and the complete offer must be received before the deadline.

Required Tender Documents

The complete offer must include the applicable completed, signed, dated, and stamped tender documents:

Annex A – Booking Order and Financial Offer;
Annex B – Bidder Registration and Compliance Form;
Annex C – Confirmation of Payment Terms;
Annex D – Confirmation of Non-Blacklisted / Non-Prohibited Party Status; and
Annex E – Compliance with AICA Policies Declaration.

Bidders must also provide the supporting registration, tax, banking, and airtime-authorization documents required under the ITB and Annex B.

Evaluation

Offers will be evaluated as follows:

Administrative and eligibility requirements: Pass/Fail

Technical evaluation: 60%

Financial evaluation: 40%

The technical evaluation will consider:

The quality and balance of the October broadcasting plan;
Coverage across prime-time news, evening programmes and daytime broadcasting;
Audience reach, national coverage and channel credibility;
Broadcasting frequency and distribution throughout the month; and
Relevant experience and operational capacity.

The financial score will be calculated using the following formula:

Financial Score = Lowest Evaluated Compliant Price ÷ Bidder’s Evaluated Price × 40

The bidder achieving the highest combined technical and financial score will represent the best-value offer, subject to due diligence, budget availability, and the required internal approvals.

Clarification questions may be submitted to field.co@aica-lb.org by 11 September 2026 at 04:00 PM Beirut Time.

AICA will communicate responses to clarification questions no later than 14 September 2026.

Late, incomplete, or improperly submitted offers may be rejected.

Important Notice

AICA is not required to accept the lowest-priced offer. Selection will be based on compliance, technical quality, audience reach, broadcasting frequency, relevant experience, operational capacity and overall value for money.

AICA may verify submitted information, request non-material clarifications, conduct due diligence, reject non-responsive offers or cancel and relaunch the tender where justified.

No award is final, and no broadcasting services may begin, until an authorized contract or purchase order has been signed by AICA and the selected bidder.
